Immigration and Customs Enforcement (ICE) has become an agency whose continued existence is untenable. But ending ICE requires more than calling for abolition—it requires concrete, actionable steps that move us toward that goal while addressing the immediate harms being inflicted on our communities. That's why we've developed 10 to End ICE: a list of demands Congress can pursue right now to dismantle ICE's infrastructure, restore due process, and protect immigrant communities.

These 10 policies represent our negotiating floor, not our ceiling. While we believe ICE should be immediately abolished, we recognize that achieving this may require several strategic steps. Without clear demands upfront, policies get watered down and support erodes—we've seen it happen. This roadmap targets ICE's core structures—funding, due process, agency scope, and accountability—with the highest-impact demands that are achievable today.
